MTR Elizabeth line’s Train Service Delivery team are looking to appoint a dynamic and professional Specification & Access Planning Specialist on a full-time basis.

As a Specification & Access Planning Specialist, you will create efficient, high-performing timetables and diagrams withing the requirements of the relevant sections of the Engineering Access Statement, leading the Engineering Access (EAS) process for strategic plans, version responses and post EAS requests.

Reporting directly into the Head of Performance & Planning, you will provide support and development for the wider Performance & Planning team, as well as deputising as required. Within the structure of the role, the post-holder will be responsible for the management of the Train Planners, ensuring empowerment and job satisfaction forms part of ongoing performance review.

You will be a key interface between MTREL, Rail for London, Network Rail and other Operators and Stakeholders. The successful candidate will be one someone who naturally builds mutually beneficial relationships.

The remit for the role will be vital in ensuring MTREL continue to deliver a high-performing railway though engineering works, as such, the post-holder will take responsibility for creating bespoke timetables, unit diagrams and crew diagrams to accommodate agreed access for maintaining and enhancing the railway, remaining compliant with Train Planning rules and regulations.

Naturally, the role will require you to interface with stakeholder of varying level both internally and externally – from management of your direct reports through to building, nurturing and maintain strong working relationships with infrastructure owners (NR, HAL & RfL) to deliver our Service Level Commitment.

 

Person Specification and Practical Experience

To be considered for the role you will need to show demonstrable experience of the following:

Key Competencies

  • High level understanding of railway principles e.g., depots, points, signals, etc.
  • Familiar with train planning and other railway systems
  • Understanding the wider impacts of planning on internal and external stakeholders
  • Knowledge of the Network Rail Engineering Access process
  • Understanding the relevant sections of the Network Code and their application
  • Problem solving with train plans from initial outset to solution with onward briefing
  • Excellent time management skills; adept at managing deadlines and producing outcomes
  • Able to successfully manage and prioritise a changing and varied workload across multiple plans and weeks
  • Represents the vision and values of MTR Elizabeth line
  • A trusted self-starter who can successfully engage with colleagues from a broad mix of backgrounds and roles across the organisation
  • A team player able to develop and maintain strong working relationships across all levels of the business, particularly while working remotely
  • A flexible and adaptable approach, with a willingness to turn a hand to a mix of train plans to support changing business needs
  • A solutions-focused individual who enjoys a challenge and seeks continuous improvement
